Bothwell, J. “Popeye” Devins, 83, Plattsburgh, died Monday February 10, 2020 at Meadowbrook. He was born in Plattsburgh, October 12, 1936 the son of Eugene and Lena (Bodeau) Devins. Interment at St. Peter’s Cemetery at a later date.
